refactor(rfd): migrate to JSON metadata pipeline and improve heading styling ... 329387d92b

- Replaced fragile TSV-based metadata with robust JSONL workflow
  - Added collect_metadata.lua using pandoc.json.encode
  - Updated render_metadata.lua to use pandoc.json.decode
  - Implemented two-pass build in build.sh with jq transformations
- Deleted legacy files (build.osh, collect_inspired.lua)
- Styled section numbers to be smaller with trailing periods

All components now use type-safe JSON data flow ensuring reliability
and maintainability.
